How can an individual start an IRA account? It is not offered by my employer, and I would like to open an IRA account. Is that possible?

The "I" in IRA stands for individual. You act to create and fund an IRA, it is not an employer option. Current max funding is $2,000 per year if you have earned income that is at least that level. Roth IRAs are a recent variation of the standard IRA where you can build a retirement nest egg that is tax free.
You must select a custodian such as a bank, mutual fund or stock broker. See some of the earlier links about "just getting started" on this site for additional info on investing choices.
