How are voting rights handled relating to employer securities held by a minority shareholder in his IRA? Shouldn't the custodian vote the shares?

I think you should get a copy of the IRA trust or custodial agreement and see what it says about who votes securities.

It is not the custodian, I'll bet.

Every IRA agreement I have ever seen places all rights under the IRA with the IRA owner, because the custodian only performs ministerial tasks.
