The Roth IRA final regulations appear to limit Roth IRA reconversions after 1999 to individuals who failed to meet the AGI limit for conversions. Is this an accurate reading?

I refer you to Barry C. Picker's article of 2/4/99 at the ROTHIRA.COM web site,and Greg Reymann's article of 3/10/99 Section VIII 2nd paragraph recharacterizing to reduce taxes (after 1999). You can recharacterize after 1999 to save taxes, but you can't reconvert until the beginning of the next tax year.
