I would like to know where to find the rules for penalty-free withdrawals from a Roth IRA for a home purchase.

Internal Revenue Code section 72(t)(2)(F) addresses the penalty exception for first time home purchases. For an simple explanation of the rules, see IRS Publication 590, page 21.
