Can the penalty exception under the Roth IRA regarding education be applied to education loans?

I suspect you mean taking a distribution from the Roth IRA to repay an education loan.
No. the exception applies only if the distribution was taken to pay current education expenxes, not past ones

That is exactly what I meant - using a distribution to pay for past expenses. Thanks for the clarification that this is not possible.
