I NEED TO KNOW WHAT IS THE LAST DAY FOR THE YEAR 2000 THAT A PERSON COULD OPEN A ROTH IRA. I KNOW YOU CAN CONTRIBUTE UNTIL 4 15, BUT WHAT IS THE WRITTEN RULE ON OPENING ONE????

There is no written rule on the deadline for opening a Roth (or a Traditional) IRA. The IRA may be opened and funded up to the taxpayer's tax-filing deadline, not including extensions.
