Excerpt: The U.S. 8 th Circuit Court of Appeals heard oral arguments Wednesday over whether Arkansas' 'any willing provider' law should be enforced. Both sides zeroed in on a 2003 U.S. Supreme Court ruling upholding a similar Kentucky statute, which, like Arkansas' 1995 Patient Protection Act, would force insurers to open their managed-care networks to any health-care provider willing to meet the terms. The three-judge panel did not indicate when it might hand down a ruling.
