We offer an HRA in lieu of health insurance, like an opt-out benefit to our employees. The document I read indicated that the fee is $1 per covered beneficiary and is due July 31, 2013. A more pressing concern, it seems to me, is how you will be able to maintain this HRA in view of the application of PPACA's restriction on annual and lifetime limits to standalone HRAs. I thought I read that other coverage could be any other coverage as long as it complies with the annual dollar limit rules? What other plan design options do I have in order to continue to offer the HRA?
