Can a plan sponsor use 2 plans to satisfy universal availability?   Client has a deferral only plan which covers all employees and a plan with matching which has a 2 year eligibility for the matching.   Would it be permissible for the matching plan to apply the 2 year wait to both deferrals and matching, since all employees have an immediate deferral opportunity in the deferral only plan?
