What is considered "best practice" methodology for adjusting original employment date for reemployed individuals for purposes of vacation entitlements, etc. NOT qualified benefit plan service?

In our company, we will reinstate PTO accruals to the "old" start date if the employee is rehired within 6 months of their separation from the company.

Once an employee terminates all accruals are paid or lost. On rehire there is no reinstatement of lost benefits. New hire date is used when measuring for eligibility. If accrual rates have changed, the new rates are used.
