403b rollover into 401k (501c(3) plan

At this time, rollovers from 403(B) plans into 401(k) plans (and vice versa) is not allowed. I seem to remember seeing something in legislation in the last 9 months, but don't think anything ever happened with that.

Since Jan 2 years ago IRS allowed a 501 status to now set up a 401k as retirement. What progress has been made for the rollover of previous 403b plan investments into newly created 401k plans?
