As a participant am I allowed to ask for and receive the minutes of the trustees meeting? Do I ask the trustees or the administrator for the minutes?

In most cases it is the administrator whom you should be asking for the time with the trustee, but there are chances of differing in some cases. I hope you aren't in double minds, if you aren't clear about your proceedings, could you elaborate a little about the query you have, that would help understand the exact problem you have and help you with the best possible solution as far I can.

With small employers, I've never seen documented meeting minutes. Not that they shouldn't keep records, they just don't usually.

I assume Steward is referring to a multiemployer plan, which is generally required to keep written minutes to Trustee's meetings.

As amndacatr said, I would start with the fund administrator.

I believe that there are several cases that have found that participants have no automatic right to minutes under the reporting and disclosure provisions of ERISA. You surely have the right to ask, whether you have the right to receive might be another matter.
