County and or City Governments do not file....a Form 720, the Quarterly Federal Excise Tax Return Paying Fee and Reporting Requirements Insurance carriers and plan sponsors must file a Form 720, the Quarterly Federal Excise Tax Return, to report and pay the annual CER fees.
