How can an external EAP provider set up an Employee Assistance Program

What specific types of programs are you refering to - Dependent Care Assitance? Adoption Assistance?

Not clear on how the EAP programs and their related "benefits" fit within the definition of Cafeteria plans.

The EAP benefits I refer to are those normal to an EAP (counseling for stress and other productivity weakening situations, addictions, etc.)and those that might be considered "Wellness" type benefits (public speaking anxiety, education counseling, adoption assistance etc.).
