If a participant requests a copy of the full annual report - should we just provide the form and ALL the attached schedules?

I assume you mean the 5500 form and all attached schedules. Yes, this is the information which he is entitled to obtain. A participant is not entitled to obtain information which would divulge directly another participant's interest or balance in the plan.

Caution. Certain attached schedules are not open to public inspection: SSA, E, and F.

Has the SAR requirement changed with the new format of the 5500 forms? Or is it still the same format and deadline as before?
