Family status change event date

An employee was covered on her spouse's plan. She recently lost her job but her coverage will continue for two months. Is the employment termination date or the date coverage ends considered the event date for the status change?

The coverage end date, not the employment termination date, is the 'qualifying event' date that allows a status change.

The regulations state that termination of employment triggers the change. (However, I'm a little confused on what election change she wants to make especially if the employer pays the entire premium.) And, it could be argued that the loss of coverage could be considered a second event triggering another change.
