How to Implement the ARPA’s COBRA Premium Subsidy

The American Rescue Plan Act of 2021 (ARPA) provides a 100 percent subsidy of COBRA premiums beginning on April 1, 2021, through September 30, 2021, with subsidies being paid to plan sponsors through a payroll tax credit. The government is required to issue model notices required to be sent to participants concerning subsidy eligibility and a new election period no later than April 10, 2021.

We expect additional guidance by that date on how plan sponsors will notify qualified beneficiaries, what constitutes “voluntary termination” and how to submit requests for payment of the subsidy.

In this webinar, presenters Kathy Bakich, JD, SVP and National Health Compliance Practice Leader, and Joanne Hustead, SVP and National Health Compliance Deputy Practice Leader, will explain how the subsidy works and discuss any guidance published by the government.

We will also discuss the top questions received during Segal’s first webinar on the COBRA subsidy as well as practical steps for plan administrators.
