Key PBGC Leadership Appointments

WASHINGTON, August 21, 2019 - The Pension Benefit Guaranty Corporation is pleased to announce the appointments of Kristin Chapman as Chief of Staff and Andy Banducci as Chief Policy Officer.

"It is my pleasure to welcome Kristin and Andy to PBGC's leadership team," said Director Gordon Hartogensis. "With their previous leadership experience and in-depth knowledge of pensions and retirement-related issues, they will contribute greatly to PBGC's mission to protect the benefits of the 37 million people we insure."

Chief of Staff - Kristin Chapman

Kristin Chapman was appointed Chief of Staff in July. In this role, she serves as the chief strategic advisor to Director Hartogensis, providing advice and counsel on all pension and retirement-related matters.

Prior to joining PBGC, she served as a Senior Legislative Officer at the U.S. Department of Labor in the Office of Congressional and Legislative Affairs. Chapman has also served as the Subcommittee Staff Director for the U.S. Senate Health, Education, Labor and Pensions (HELP) Subcommittee on Primary Health and Retirement Security and as a legislative assistant for a former U.S. House of Representatives Member on the Ways and Means Committee.

She began her career as an attorney in the ERISA and Global Benefits practice group of an international law firm and as an employee benefits consultant at an international accounting firm.

Chapman earned a LL.M. in Taxation, including a certificate in employee benefits law, from Georgetown University Law Center; J.D., with honors, from Michigan State University College of Law, and a B.A. from the University of Michigan. She also earned an A.A. in French from the Defense Language Institute in Monterey, California.

Chief Policy Officer - Andy Banducci

In August, Andy Banducci was appointed Chief Policy Officer and will lead the Office of Policy and External Affairs. In this role, he will oversee communications to PBGC stakeholders and the coordination of policy development, analysis, research and legislative recommendations.

Prior to joining PBGC, Banducci served as Labor and Pensions Policy Director for the Senate HELP Committee where he provided strategic counsel to committee members regarding retirement policy. Banducci also served as Workforce Policy Counsel for the House of Representatives Committee on Education and the Workforce.

He began his career as an attorney at a law firm where his practice focused on employee benefit plans and ERISA.

Banducci earned his J.D. from the University of Michigan Law School and a B.A. from Pennsylvania State University.

The agency operates two separate insurance programs -- one covering pension plans sponsored by a single-employer and another covering multiemployer pension plans, which are sponsored by more than one employer and maintained under collective bargaining agreements. PBGC is currently responsible for the benefits of about 1.5 million people in failed pension plans. PBGC receives no taxpayer dollars.
