Security of the Railroad Retirement Trust Funds

Question 608: Did President Clinton want to use the Railroad Retirement trust funds to help pay for Social Security benefits?

Answer: No President has ever advocated using Railroad Retirement funds to shore up Social Security. The trust funds were established when President Roosevelt was in office. Each succeeding President and Congress have taken actions to protect and improve the management and income of the trust funds.
