Answer: Yes, the Medicare program includes qualified Railroad Retirement, Social Security, and Civil Service (including FERS) recipients.
Medicaid is a separate Federal-State program for low-income individuals. It is administered by the Centers for Medicare & Medicaid Services, a branch of the U.S. Department of Health and Human Services.
