Employer has partial withdrawal from the Central States multiemployer pension plan, followed two years later by a complete withdrawal. In calculating liability under the partial withdrawal, Administrator included 2007 and 2008 in the calculation. Upon the complete withdrawal two years later, the actuary is still including 2007 and 2008 contribution & UVB in the calculation. Shouldn't the "first 2 years" drop off when calculating the "complete withdrawal"?

We submitted an anonymous VCP application in 2017 when the fee was $10,000. Under the latest procedure, the fee is only $3,500. Any way to apply the new fee schedule? The VCP process is ongoing.
