Excerpt: When the Senate considers the Patients' Bill of Rights this week, a floor amendment may be offered that would establish a new tax deduction for health insurance premiums. Supporters of a deduction are likely to argue that it would address the problem of the uninsured by making health insurance more affordable. Analysis shows, however, that such a deduction constitutes a poorly targeted and expensive way to help a tiny portion of the uninsured obtain coverage.
