Excerpt: Because an HRA is an employer sponsored health plan, it is subject to COBRA. COBRA premiums must be based on the cost to the plan of providing coverage to similarly situated beneficiaries who have not experienced a COBRA qualifying event. That premium must be determined for a 12 month period in advance.
