Excerpt: [The authors] begin by considering broadly the federalism issues raised by health insurance generally. [They] then focus more particularly on how these issues play out in the context of HSAs and HDHPs. [They base their] analysis in large part on twenty-two interviews ... conducted in the spring of 2005 with a total of thirty- two regulators, insurance company and trade association representatives, independent experts, and HSA advocacy groups.
