"There is no legitimate basis for concluding that 100 years ago the state Legislature enacted a law which said no future state legislature can ever change the terms of a pension plan for employees for time not yet worked. If all other terms and conditions of employment can be changed prospectively, it is difficult to see why pension accruals enjoy special protection."
