"If we've learned anything in the past 40 years, it's this: Pensions bankrupt companies. Pensions bankrupt cities. And if we're not careful, they'll bankrupt the state of Illinois. Since a majority of the problem wasn't caused by skipped state payments, simply dumping more taxpayer money into the system won't fix it. Here's a new deal that's fair for everyone: Pension benefits earned to date are paid on schedule. Starting tomorrow, government workers control their own destiny in a self-managed plan."
