"The program is aimed at helping the 2.5 million people in private-sector jobs in Illinois who do not have access to a retirement plan through their place of work.... [T]hose workers would be automatically enrolled in the savings program [but] would have the ability to opt out of the program if they wished. Employers with 25 or more workers would have to offer the savings plan....
