7 pages. "A significant number of actuaries consider the methodology used to calculate rates of mortality and the mortality projection scale to be problematic both procedurally and substantively. In fact, some critical assumptions used by the SOA with respect to the construction of the base tables have turned out to be materially incorrect, based on data from prior years. These problems have resulted in assumptions that can significantly overstate pension liabilities."
