The brief but well-organized pub includes a section for employers who sponsor adoption assistance programs, under which qualifying expenses are reimbursed by the employer free of income tax to the employee (perhaps as part of a section 125 cafeteria plan). The publication might be useful to employers in explaining to employees the definition of "qualifying adoption expenses" for purposes of an adoption assistance program, and the fact that an employee cannot take both the tax credit and the exclusion for the same expense item.
