For tax years beginning in 2002, the monthly limitation under IRC Sec. 132(f)(2)(A), regarding the fringe benefit exclusion for transportation in a commuter highway vehicle and any transit pass, is $100. (Spencernet) Conference Committee Rejects Mental Health Parity Proposal In a 10-7 vote strictly along party lines, a conference committee has rejected a Senate-passed mental health parity proposal in H.R. 3061, the 2002 Appropriations Act for the Departments of Labor, Health and Human Services, and Education. Instead, the committee agreed to a one-year extension of the 1996 law, which was the original proposal in the House-passed version of the bill.
