  1. I found this while researching the same question: Treas. Reg. section 31.3401(a)-1(b)(3) Vacation allowances. Amounts of so-called “vacation allowances” paid to an employee constitute wages. Thus, the salary of an employee on vacation, paid notwithstanding his absence from work, constitutes wages.
