Would the 404(a)(7) deduction limit (25% of compensation) apply to employer contributions made into a 401(a) plan by a governmental employer?

Is it permissible for the employee to contribute the maximum ($18k + catch up if eligible) into the 457b plan and the employer put up to $53k in the 401a plan?
When are the employer match contributions subject to FICA taxes? Is it when distributed or when contributed to the plan? This plan has a 2/20 vesting schedule.
