Each subscriber has one or members associated with his/her contract. An employee/retiree/COBRA only siubscriber has 1 member associated with his/her contract. Employees/retirees/COBRA beneficiaries with covered dependents have 2 or more members associated with his/her contract. Hence a higher ratio (never less than unity) denotes more covered dependents. Typical ratios for subscribers with 1 dependent range from 1.8 (minor child) to 2.2 (spouse of child-bearing age) while typical ratios for subscribers with multiple covered dependents can range as high as 4.0 (e.g., employee, coverred spouse and 4 minor children). I hope this sounds elementary. -

Nature of claims is entirely different from health: e.g., low incidence with high average individual exposure from long tails a la workers' comp. You may find stop coverage for STD/LTD offshore at high expense including foreign excise taxes. If domestic health stop loss carriers saw an opportunity for a profitable new product, they woulod have brought it to market millenia ago. By the way, domestic carriers do write stop loss coverage for dental claims. There is little interest because of lack of risk takers on both sides. Au contraire, there is much cession of life coverage especially among new carriers being risk averse.

Apparently, all purchases of prescription drugs, whether retail or mail order, will have local sales tax (based on U.S. residence of consumer) applied to cost-sharing regardless of whether it consists of fixed co-payment, fixed coinsurance percentage, deductible (specific or all perils) or combination thereof. If in fact this comes to pass, is sales tax reimbursible from HSA?
