Under HIPAA, what is the definition of "termination" of employment? Is employee resignation considered termination of employment, or does this strictly pertain to dismisal of an employee?

It is irrelevant for purposes of HIPAA whether an employee's termination is voluntary or not (i.e., resignation vs. firing); if an employer is subject to the statute, it generally must comply with the HIPAA requirements in either case.
