of employees) for the first 18 months for medical coverage

Are there any other states that have similar mandates?

Yes, TX also has a mandate to cover dependent grandchildren under age 25 of plan members. This of course excludes self-insured groups.

Minnesota also includes grandchildren in their definition of eligible dependents. Like Texas, Minnesota requires that the grandchild be dependent on the grandparents for support and reside in the grandparents house from birth.

I would go back to either your carrier if you're fully-insured or your TPA if you're self-insured and have them do the legwork. Texas and Florida are extra-territorial states, meaning that their laws prevail no matter where the contract is sitused. Even though Mary has indicated Minnesota has a similar law, I don't believe Minnesota is an extra-territorial state so it would not apply to you.

No comment on other states, but don't overlook the Federal Employee Health Benefit Plan law which allows (I'm not sure if its mandatory) grandparents to cover dependents of dependents, among others. Eligibility is determined by the employee's hiring office.
