Do dependents have separate and independent continuation election rights under USERRA, like they do under COBRA?

No, I believe that only the person who performs servies in the uniformed services has the right to elect USERRA continuation coverage. Although dependents may receive USERRA continued coverage through that person, dependents do not have independent rights like they do in COBRA.
