i am new to all this but i wanted to know if it is true that you can take money out of your check and place it into an ira instead of social security?

Not yet. Various plans have been floated by Congress and political candidates. None have become law. "Privatizing SSN" got set back to a lower priority after the stock market drop and Sept 11. This issue might come back up in a few years.
