Really, there is no such thing - it truly will depend upon: - His health status - His financial position (how much risk he is prepared to take or can afford to take) How much time he/you have to do the necessary research to find the carrier, complete the requested medical forms and respond to their questions. - A safe choice is your local BCBS plan - however this does not mean that you will have the best price.
