Determination letter filing deadline of January 1, 2004

HELP!

I had a client just leave me a voice mail message regarding a Rev. Proc. detailing a determination letter filing deadline of January 1, 2004. I cannot access my database and I need to call him back. Does anyone know of the Rev Proc. he might be referring to so that I can print it out and have it front of me when I call him?

Keep in mind that there are some organizations that have primary execution and submission dates that are later than 9/30/2003. It depends on when the LATEST opinion letter was issued with respect to that organization. I believe the latest letter was issued in April of 2003. Hence, there is at least one organization in the country with an execution and submission date of 4/30/2004!
