I am looking to see if there are any significant changes to the NIP before an IRS filing. My current form was originally authored in 1996 when we still filed with each local Key District Office, and when the advance dates were 7 to 21 days.

Any format (text, WordPerfect, or MS Word) would be fine.

See Revenue Procedure 2004-6, Section 17 (2004-6). I believe the advance dates are still 7 days and 21 days. Instead of the key district office, the new address is:

Employee Plan Determinations

Internal Revenue Service

P.O. Box 192

Covington, KY 41012-0192

It used to be 7-21 days for hand-delivery or 10-24 days if mailing. I thought it got changed to the latter for all cases, but don't remember the source.
