I have a Corporation that is a Tax-exempt non-governmental employer, which has a 403(B) Tax-deferred Annuity Plan.

Is it possible to have a 2% Employer contribution that is not a Match contribution?

There's nothing at all wrong with that. But ANY employer contribution will make your plan subject to ERISA, which may generate expenses for you that outweight the benefit of making such a contribution, if yours is a small organization. So be careful....
