If my plan document has me eligible for my pension at 10 years credit service, what good does it have me vesting at 10 continuous years under my welfare plan

Please clarify your question, welfare plans do not have vesting while actively employed, it may for retiree benefits.

... and there is no requirement that plans "co-ordinate" eligbility provisions.

(Perhaps it was not a question after all, but just venting? If so, perhaps you may wish to direct your comments to your employer.)
