When determining if a church can provide employer contribuitons to non-ERISA 403(b)s it states first to check state and local statute. Does anyone know of a way an employer can find this information?

The NTSAA primer plus book mentions this as a step to take before allowing employer contribuitons to a non-ERISA 403(b)

Why would a state or local law govern a church's right to contribute to a 403b annuity plan? Under the IRC/regs any employer that is a 501©(3) can contribute to a 403b annuity plan for its employees. Why would a state law prohibit a church form contributing to a retirement plan for its employees?
