Can top heavy contributions have a vesting schedule?

There are minimum vesting requirements that apply to a top-heavy plan. All contributions must vest at least as quickly as under a three-year cliff schedule or alternatviely under a six-year graduated vesting schedule. (20% after 2 years of service, 100% after 6.)
