The final regulations for 403(b) plans are not out. They were supposed to be out last June. Until they do, you should be able to use the 401(k) regs (1.401(k)-1(f)) and 402(A). All this really will talk about is the designation of a separate account for the Roth contributions. They MUST be both separate accounts and separate accounting. Only the elective deferrals (and it's related earnings) will be put into the Designated Roth account.
