can two working spouses create two separate $2000 roth ira's? if so is it too late to contribute for 1999

Yes, spouses may each contribute to their own Roth IRA. Contributions must be made by the due date of your income tax return, NOT including extensions. That means that the contribution must be made by April 17, 2000. And, you can still make the contribution even if you've already filed your income tax return.
