Is a Funding Deficiency considered to be a negative Carryforward Balance in calculating a 1/1/08 AFTAP ?

I agree, it does not appear that a deficiency any longer affects the normal cost directly. If you look at the new Schedule SB, you'll see that with the disappearance of the FSA, there is now an item that tracks a deficiency. My understanding is that contributions made to the trust are applied first to the outstanding deficiency, then to current costs.
