I'm looking to break into the business as an owner and acquire a small practice. Any ideas?

There are a few firms that "specialize" in hunting for a tpa - basically, they will do what Janet indicates, call tpa's and ask them if they're interested in an "exit strategy". Their fee starts at around $5k from what I recall.
