Participant in FSA had lasik surgery in September. They are paying the bill over 2 years. They also have to go back to the doctor for regular checkups every 2 months, I think.

Do they have to submit the entire bill for payment in 2011, or can they be reimbursed over 2 years?

I would check with the plan. I think the two year may be merely a billing issue as opposed to a service issue. The payments, themselves, typically relates to when the actual service was performed. It's always best to take the details to the plan in question.

FSA reimbursement is based on date of service and not date of payment. I would only allow this in the year the lasik surgery was actually performed.

Agreed, with the caveat that if there are additional service dates, you might be able to have some additional reimbursement in year 2. Somewhat smilar to braces.
