New DB plan now for 2020

If an employer sets up a db plan now, before the due date of the 2020 tax return, has the employer already missed the minimum funding deadline?  I know that the 2020 SB doesn't get filed until the 2021 5500.  But what about minimum funding and excise tax?

We had this discussion last week for off calendar plans. Not quite finalized, at least to my satisfaction. 

I  personally am not convinced that 9/15 deadline is extended. 

Others may have different opinions.

May set it up with a 2/1/2020 to 1/31/2021 plan year, and the minimum funding deadline is 10/15/2021? Then deal with an off calendar plan.
